Eligibility Criteria

Candidates interested in applying for the Chief Vigilance Officer (CVO) position at NMRC must meet the following eligibility criteria. These requirements ensure that only highly qualified and experienced professionals are considered for this critical role.

1. Educational Qualifications

While the notification does not explicitly state a minimum educational qualification, candidates are expected to hold a bachelor’s degree from a recognized university or institution. Preference may be given to candidates with additional qualifications in law, public administration, or management, given the nature of the vigilance role.

Candidates must provide certified copies of their educational certificates and mark sheets as part of the application process. These documents will be verified by the candidate’s current employer before forwarding the application to NMRC.

2. Experience Requirements

The position of Chief Vigilance Officer (CVO) at NMRC demands extensive experience in vigilance, administrative, or investigative roles within government organizations, PSUs, metro rail corporations, or other autonomous bodies. The key experience criteria are as follows:

• Current Employment: The candidate must be currently employed in a Government Organization, Public Sector Undertaking (PSU), Metro Rail Corporation, Railways, Autonomous Government Body, Corporation, Authority, Board, or Infrastructure Government Company.
• Pay Scale: The candidate must be holding a position in the Senior Administrative Grade (SAG) pay scale (either under IDA or CDA) in their parent organization. The candidate should provide details of their current pay scale, including the date from which they have been in the SAG grade.
• Total Executive Experience: The candidate must have a minimum of 20 years of executive experience as of 01.04.2026, with a significant portion of this experience in vigilance, anti-corruption, or administrative roles. The exact duration of relevant experience will be scrutinized during the selection process.
• Relevant Field Experience: The candidate’s experience must align with the responsibilities of a Chief Vigilance Officer, including conducting inquiries, implementing vigilance policies, and ensuring compliance with ethical and legal standards.

Candidates must provide a detailed experience certificate from their current employer, outlining their roles, responsibilities, and duration of service in relevant fields. Additionally, they must submit their Annual Performance Appraisal Reports (APARs) for the last five years to demonstrate their performance and suitability for the role.

3. Additional Requirements

In addition to the above, candidates must meet the following conditions:

• Vigilance Clearance: The candidate must not have any pending disciplinary proceedings, vigilance cases, or criminal charges against them. A Vigilance and Departmental Administrative Review (D&AR) clearance from the current employer is mandatory.
• No Conflict of Interest: The candidate must not have worked in the preceding three years in any organization or office that has direct official dealings with NMRC. This is to ensure impartiality and avoid potential conflicts of interest.
• Performance Standards: The candidate’s APARs for the last five years should reflect a consistent record of “Outstanding,” “Very Good,” or “Good” performance. Candidates with lower ratings may not be considered.
• Joining Commitment: Selected candidates must be willing to join NMRC within the prescribed timeframe (as specified in the offer letter). Failure to do so may result in the cancellation of the appointment and a five-year debarment from all postings in Metro/RRTS companies.
