General Information:

  • Engagement of Technical Consultant to provide technical support/advice to Tunnel Zone of Ministry of Road Transport and Highways.
  • The undersigned is directed to forward herewith an advertisement notice regarding invitation of application for engagement of 2 Numbers of Technical Consultant (Tunnel Zone) in the Ministry of Road Transport and Highways.
  • It is requested that the advertisement notice may be uploaded on the websites of the Ministry/IRC/IAHE/NHAI/NHIDCL and BRO for wide publicity, with the tag line “Advertisement for Engagement of Technical Consultant to provide technical support/advice to Tunnel Zone of Ministry of Road Transport and Highways” at the earliest.
  • The maximum age limit for Consultant shall be 65 years as on 1.04.2020.
  • All the applications received in response to the advertisements will be scrutinized and short-listed. Thereafter, shortlisted applicants will be selected by a Screening-cum-Selection Committee by taking an interview.
  • The maximum amount of monthly consolidated remuneration payable to the Consultants shall be Rs 70,000. Fee/Remuneration of consultant(s) will increase by 5% per annum.
  • The Consultants shall not be entitled at any allowance/benefits such as Dearness Allowance, Transport Facility, Residential Accommodation, Personal Staff, CGHS, and Medical Reimbursement etc. However, Conveyance Allowance shall be paid as per Rs 7,500/ per month.
  • Consultants shall be eligible for 8 days’ leave in a calendar year on pro-rata basis. Therefore, a Consultant shall not draw any remuneration in case of his/her absence beyond 8 days in a Year (calculated on a pro-rata basis). Also, un-availed leave in acalendar year cannot be carried forward to next calendar year. The Ministry would be free to terminate the services in case of absence of a Consultant by more than 15 days beyond the entitled leave in a calendar year.
  • No TA/DA shall be admissible for joining the agreement or on its completion. Foreign travel of Consultant permitted only, in exculpation cases. However, Consultant shall be allowed TA/DA for their travel inside the country in connection with the officer work after approval of the competent authority. 6.3.3 Tax Deduction at Source (TDS):TDS as admission shalt be deducted from the monthly remuneration of Consultants. A TDS certificate shall be issued by the concerned DDO on demand.
  • Consultant may follow the normal working hours as prescribed (i.e. from 9:00 AM to 5:30 PM).However, as per exigency, one has to sit late to complete the time-bound work without extra remuneration.
  • Rights of the Ministry: The Ministry reserves the right to cancel advertisement/circular, and not to proceed in the matter for engagement of consultant, at any stage, accept or reject any or all applications, without assigning any reason, whatsoever.
  • The Consultant appointed by ministry of Road Transport and Highways, shall in no case represent or give opinion or advice to others in any matter which is adverse to the interest of the Nation/ Ministry of RTEtH / Government of India nor will he indulge in any employment activity outside the terms of the contractual assignment.
  • The consultant will not be entitled to any benefit/compensation absorption/regularization’ of service in this Ministry.
  • This Ministry can terminate the contract agreement, by giving 15 days notice to the Consultant(s). However, in exceptional cases, the Ministry reserves the right to terminate the contract agreement with immediate effect assigning any reason.
  • The power to relax any or all of the conditions enumerated above shall vest with the Secretary (RTEtH), which should be exercised exceptional cases of highly specialized requirements. The higher amount of monthly consolidated.remuneration payable to, Consultants of different levels can also be sanctioned with the approval of Secretary (RTetH) in consultant with IFD.
  • Every person engaged as Consultant will have to submit an undertaking that he accepts the terms and conditions as mentioned in the offer letter.

  • The Ministry of Road Transport and Highways is a ministry of the Government of India, that is the apex body for formulation and administration of the rules, regulations and laws relating to road transport, transport research and in also to increase the mobility and efficiency of the road transport system in India. Through its officers of Central Engineering Services (Roads) cadre it is responsible for the development of National Highways of the country. Road transport is a critical infrastructure for economic development of the country. It influences the pace, structure and pattern of development. In India, roads are used to transport over 60 percent of the total goods and 85 percent of the passenger traffic. Hence, development of this sector is of paramount importance for India and accounts for a significant part in the budget.
  • As many of the regional transport offices are not regularly functioning due to COVID-19 situation, the Govt has given some relaxation to the people whose driving license has expired during this period. Now the old driving license can be used till September 2020. So the people can drive their vehicles up to September 2020 without renewing the old license.
  • Since 31 May 2019, the Minister for Ministry of Road Transport and Highways is Nitin Gadkari.
  • The Department of War Transport was formed in July, 1942, by the bifurcation of the then Department of Communications into two Departments:
    Department of Posts
    Department of War Transport.
  • The functions allocated to the Department of war Transport include Major Ports, Railways Priorities, utilization of road and water transport, Petrol rationing and Producer Gas. Broadly speaking, the functions of the War Transport Department were to coordinate the demands for transport in war time, Coastal Shipping and the administration and development of major ports. Later, the planning of export was undertaken as a corollary to the Departments control of transport priorities also.
