General Information:

  • The Competent authority has directed that the entire selection process of NYVs for the year 2021-22should be completed at the earliestin a transparent and time bound manner.
  • In view of provision of the scheme of NYC, it has been decided by the Competent Authority to deploy meritorious young candidateshaving dedication, talent, enthusiasm and fulfilling the requiredconditions as NYVs.
  • Advertisement in the local leading newspaper (in local language) is to be issued by the concerned DISTRICT YOUTH OFFICER. The prescribed format of advertisement is placed at Annexure A.
  • The concerned District Youth Officerwill also issue news statement for all newspapers and send circulars to all units of NCC, NSS, Scouts and Guides, Red Cross, Eco Clubs, Govt. Libraries, Village/Block/Zila Panchayat, Youth Clubs and Mahila Mandals, District Sports Officer, District Education Officer, Dist. Woman and Child Development Officer, CDPOs, District Disaster Management Cell, College Principals etc. to give wide publicity.
  • The volunteers who have earlier worked as NYVs and left in between before completion of their term or already completed their term are not eligible for selection again as NYVs
  • The District Youth Officers willdownload the merit based list from the NYVweb application and put up the same to the selection committee for merit based selection. If the committee decides otherwise, then the same may be recorded in order to avoid subsequent controversy.
  • PAO zones are directed to release the funds to all kendras (@ Rs. 10000/-each) for issuing advertisementand conducting the selection/interview.
  • It is further directed that the District Youth Officers may utilize available fund for issuing the advertisement wherever necessary, after taking the consent of the concerned State Director.
  • The District Youth Officerwill prepare the proceedings of the selection committee and take approval of DM/DC.
  • The selection list will be signed by DM/DC, both nominated membersand the convener of the selection committee i.e. DYO.
  • Merit List including waiting list will also be prepared as per the proceedings and will be displayed on the notice board of NYK.
  • Each block will have 2 volunteers. The volunteers should belong to particular block in which they are deployed.One volunteer per two wards/ mandalswill be deployed in Delhi and Telangana respectively.
  • Certificate showing residential address / Aadhaar cardshould be obtained for verification.
  • Preference will be given to weaker section, women to the maximum possible extent.
  • At Kendra level, 2 volunteers with computer knowledge are to be deployed forcomputer work/online reporting/ documentation etc.
  • District Youth Officerwill use the specific sample as approvedby Hqtrs for issuing deployment letter and taking acceptance letter (copies of approved deployment letter and acceptance letter are placed at Appendix –B&C respectively )The State Directors& District Youth Officersconcerned should ensure that deployment is made only up to 31stMarch 2022for the newly deployed volunteers.
  • After joining, each volunteer has toopen his or her Bank Account in any Nationalized Bank. Accounts in private banks, Gramin Banksand Co-operative banks are not entertained(Regular saving accounts should be openedin the name of selected volunteer, in any nationalized bank to enable payment of honorarium through DBT/PFMS). After this, each volunteer is to be registered online on the NYC website which is mandatory, withinthe time schedule. Requisiteproof of address and copy of passbook of volunteer’s SBaccountshould be kept as basic documents in the NYK office prior to online registration.
  • All NYVs should link their bank accounts to their Aadhar number which is mandatory. This may be explained to all candidates before the interview itself.

  • Nehru Yuva Kendras were established in the year 1972 with the objective of providing rural youth avenues to take part in the process of nation building as well providing opportunities for the development of their personality and skills.
  • In the year 1987-88, Nehru Yuva Kendra Sangathan(NYKS) was set up as an autonomous organization under the Government of India, Ministry of Youth Affairs and Sports, to oversee working of these Kendras. NYKS is the largest grassroots level youth organization; one of its kind in the world. It channelizes the power of youth on the principles of voluntarism, self-help and community participation.
  • Over the years, Nehru Yuva Kendra Sangathan has established a network of youth clubs in villages, where Nehru Yuva Kendras have been set up. NYKS has targeted to identify areas of harnessing youth power for development by forming Youth Clubs, which are village level voluntary action groups of youth at the grassroots level to involve them in nation building activities. The core strength of NYKS lies in its network of youth clubs. Youth Clubs are village based organizations working for community development and youth
    empowerment.
  • The basic objective for creation of youth clubs is to render community support through developmental initiatives involving activities with particular focus on youth empowerment. The implementation of programmes and activities of youth clubs is based on local needs and requirements by mobilizing resources from various government departments and other agencies, which include both national, State level and multilateral institutions. The youth clubs and its member volunteers form the base of the NYKS’s vast national rural network.
  • Vision of the organization focuses on developing long term strategies for good citizenship and youth leadership at the grass root level. Youth Clubs are formed and encouraged to participate in sports, cultural and local development activities. Youth leadership is developed in the course of formation and sustenance of youth clubs. This leadership becomes highly useful in creating:-
    Networks of volunteership.
    Oppurtunities of participation in fundamental democratic practices of polity and development; and,
    Instruments of empowerment of youth like skill-generation, awareness creation about health, life skills, and self employment.
  • Considering the fact that almost three-fourth of the Indian population is rural, the development of the nation as a whole depends on their progress and development. Besides, the demographic dividend that the country has enjoyed because of the larger segment of youth population, makes it almost mandatory for the largest youth organization like NYKS to take up more and more of such programmes as will promise empowerment of youth.
