General Instruction:

  • The Commission will notify, from time to time, the date of examination and the date of availability of the Admit Cards in its website www.webcsc.org and in the Telegraph and in Bartaman Patrika.
  • SMS alerts will be sent to the candidates at their contact no.s for intimating (i) date of written examination (ii) date of interview and (iii) final recommendation, as may be applicable
  • All Examination Centres will be in and around Kolkata, Howrah, Hooghly, North 24 Paraganas, South 24 Paraganas, Siliguri, Malda, Asansol and Midnapur only if required.
  • NO ADMIT CARD WILL BE SENT BY POST, or provided from the Commission’s Office. Candidates will have to download their Admit Cards from the Commission’s website and get two printed copies of the same.
  • Candidates will have to submit one copy of the Admit Card at the time of written examination.
  • The list of candidates to be called for Interview/ Viva Voce Test will be displayed in the Commission’s website www.webcsc.org.
  • Call Letters for Interview/ Viva Voce Test will be sent by speed post.
  • The list of recommended candidates will be published in the Commission’s website. The Recommendation Letters will be sent to the candidates by speed post.
  • Canvassing, in any form, is strictly prohibited.

  • Selection procedure will comprise two stage i.e Stage I written test and Stage II Interview. Stage-I: Candidates will have to appear in an On-line examination, which will consist of two papers. Paper-I will contain 150 MCQ type questions of total 150 marks Duration of paper I will be 2 hrs. Paper-II will be of 100 marks and 1 hour 30 minutes duration.
  • The candidates will be called for interview/viva voce test (of 24 marks) as per merit list prepared on the basis of the results of the Paper-I & Paper-II subject.
  • Application fee of Rs 250/- for SC/ST candidates and Rs 650/- for other candidates need to pay online by use of debit card/ credit card/ net banking.
  • Interested candidates with qualifications may apply online for concerned posts as per given online application form. No need to send print to West Bengal Cooperative Service Commission at this stage. Eligible candidates will be intimated about further proceedings. Keeping a print copy for future use is advised.

  • In order to apply an applicant must provide one e-mail address for receiving communications from the Commission.
  • An Applicant must enter his/her personal, academic and technical (computer) details truly and correctly as required in the application form.
  • Applicants will be required to scan and upload their –(1) Passport-sized Photograph, (2) Signature, (3) Left Thumb Impression, (4) Admit Card /Certificate of Madhyamik or equivalent Examination (10thstandard), (5) Caste Certificate (if applicable) at the time of submission of application.
  • Applicants will have to apply for only one post code and they will be considered only for that post code.
  • Applications will be deemed to have been successfully submitted only after successful payment of correct and exact amounts given below (Please see tables 2 and 3).
  • A Registration Number will generate soon after entering all the data relating to personal details as asked for in the application form. Applicants are advised to note and preserve the Registration No. for all future communications, if any, with the Commission on any matter relating to the recruitment of posts advertised herein. The said Registration No. will also be sent to the e-mail address provided by the applicant.
  • After successful payment a Transaction Id will generate which will also be sent to the said e-mail address of the Applicant. This Transaction id will be treated as the proof of transaction made.
  • After successful submission of application, a soft version of filled-up application form along with Transaction id will generate. Applicants should save and get a print-out of the same.
  • If any applicant submits more than one application, only the application submitted last will be considered by the Commission and other application(s) will be treated as cancelled. No refund will, however, be made for the payment(s) against the cancelled application(s) under any circumstances.

About Us:

  • The West Bengal Co-operative Societies Act, 1983, along with the West Bengal Co-operative Societies Rules, 1987, came into effect on and from the 1st day of August, 1987 by virtue of G.O. No. 3141-Coop. dated 30/07/1987. Under sub-section (1) of Section 38 of the said Act, the Government of West Bengal was empowered to constitute a Co-operative Service Commission and appoint “a person who has been or is a Judge of the High Court at Calcutta or a person who holds or has held a post not below the rank of a Secretary to the State Government” its Chairman for a term of three years, provided that “the State Government may extend the term of his office for a period not exceeding one year”. Section 38 was supplemented through Rule 66 of the West Bengal Co-operative Societies Rules, 1987. But in terms of the said G.O. dated 30/07/1987, this Section was kept inoperative until further orders.
  • Through an amendment enacted in 1990 [West Bengal Act XXXI of 1990] and notified under No. 1532-L dated 15/10/1990, sub-section (1A) of Section 38 was inserted into the Act in order to enable the State Government to appoint an officer of the Co-operation Directorate, not below the rank of Additional Registrar of Co-operative Societies to be the Secretary of the Commission. With this amendment, as read with Rule 66 of the WBCS Rules, 1987, the Commission was authorized to select persons for appointment to non-Group D posts, bearing “basic salary” of Rs.250.00 and above, in co-operative societies mentioned in the Fifth Schedule, i.e., Apex Societies (including the State Co-operative Bank and the State Co-operative Agriculture and Rural Development Bank), Central Societies (including Central Co-operative Banks), Primary Co-operative Agriculture and Rural Development Banks and Primary Co-operative Banks. It was made mandatory for every such society to consult the Commission on all disciplinary matters affecting their employees appointed on the recommendation of the Commission and on such other matters “as may be specified by the State Government by notification”. The Selection Committee of the Commission was to be headed by the Chairman of the Commissionand its other members a representative of the State / District Level Society, as the case may be, a representative of the society seeking selection of employeesand in case of a State Level society seeking selection of its employees -an employee of the Co-operation Directorate, conversant with the business of the said society, to be nominated by the Registrar. It was prescribed in Rule 66 that the Commission would have 1 Secretary, 1 Deputy Secretary, 1 Assistant Secretary, 1 Head Assistant, 3 Stenographers, 3 Typists, 2 Upper Division Assistants, 2 Lower Division Assistants, 2 Peons and 4 Orderly Peons and that the salary and allowances of the officers and employees of the Commission would be such as those of the Public Service Commission were entitled to. The State Government was given the power to increase or decrease the staff strength in consultation with the Chairman of the Commission. The Chairman of the Commission was given the liberty to resign through a letter addressed to the Secretary of the Co-operation Department, but the procedure for his removal from the office would be the same as in the case of the Chairman, Public Service Commission,West Bengal.
  • More than seven years after the commencement of the WBCS Act,1983, the State Government made Section 38ibidoperative and constituted the Co-operative Service Commission under its Notification No.3948-Coop. dated 21/10/1994.
