General Information:

  • Total number of vacancies are mentioned in Column No. C of Revenue Patwari above and out of total vacancies 33% reservation will be given to female candidates as per Govt. of Punjab Notification bearing no. G.S.R.87/Const./Arts.309 and 15/2020 dated 21.10.2020
  • The selected candidates shall undergo one year training in Patwar School and Six month training in field during this period of training only stipend @ 5000/- per month is admissible as per Government Memo. No. 25/40/13-CH.3/19688, dated 14-12-2015.
  • Before joining the candidate shall have to get three months training of Canal Patwari and pass Patwar examination as per Schedule-1 of Appendix-B & Annexure-A of Schedule-1 of Appendix-B of PWRMDC Employees service Bye Laws. (As per PWRMDC Service Rules 1977)
  • The applicant should possess a Bachelor’s degree in any discipline from a recognized university.
  • Possesses at least 120 Hours’ Course with working experience in the use of Personal Computer or Information Technology in Office Productivity Applications or Desktop Publishing Applications from a recognized institution or a reputed institution, which is ISO 9001 certified; OR Possesses at least 120 Hours’ working experience in Computer Applications from a recognized institution or a Certificate of ‘O’ Level from the Department of Electronic Accreditation of Computer Course (in short DOEACC).
  • He must have passed matriculation with Punjabi as one of the subject or its equivalent level.
  • The applicant should fulfill the condition of qualification on the last date of receipt of applications.
  • Knowledge of Punjabi Language – No person shall be appointed to any post in any service by direct appointment unless he has passed Matriculation examination with Punjabi as one of the compulsory or elective subjects or any other equivalent examination in Punjabi language, which may be specified by the Government from time to time:”
  • In the Punjab Recruitment of Ex-Servicemen Rules, 1982, in rule 4, in sub-rule (1), for the existing third proviso, the following proviso shall be substituted, namely:-
  • Provided further that when an ex-serviceman is not available for recruitment against a reserved vacancy and further no wife or dependent child of an Ex-serviceman is available for recruitment against a reserved vacancy, such a vacancy shall be reserved to be filled in by recruitment of the grand child of a Gallantry Award Winner, in case the benefit of reservation has not been availed of by any of the children or dependents of such winner or by the winner himself subject to the conditions specified in the second proviso.
  • The reservation made for the categories of handicapped persons mentioned above is interchangeable amongst themselves, if candidates belonging to a category are not available or if the nature of vacancies in an office is such that a given category of persons cannot be employed.

  • Article 320 of the Constitution of India, although, provides that it shall be within the jurisdiction of the State Public Service Commission to make recruitment to Civil Services and for civil posts, yet the proviso there under empowers the State Government to make regulations specifying the matters in which either generally, or in any particular class of case or any particular circumstances, it shall not be necessary for the Public Service Commission to be consulted. Under the said provisio the State Government has been making regulations in respect of posts for which it shall not be necessary for the State Public Service Commission to be consulted. As per latest amendment made – vide Notification No. 22/const./Art. 320/Amd.(34)/80. dated 6th March, 1980 to the Punjab Public Service Commission (Limitation of the Functions) Regulations, 1955, post carrying an initial salary of Rs. 699/- or less are not within the preview of the Public Service Commission with effect from 18th October, 1979. for the purpose of making recruitment to the posts not falling within the purview of the Punjab Public Service Commission. The State Government had been constituting the S.S.S. Board / Departmental Committees from time to time. The Board, in the first instance, was thus constituted on 11th September, 1953, under Article 309 of the Constitution of India. The posts carrying an initial salary of less than Rs. 325/- per mensem are to be filled through the Employment Exchanges, etc. The present Board has been constituted w.e.f. 7th April, 1981, – vide Notification No.12/45/80-1GE,/3781, dated 7th April, 1981 (Copy at Annexure ‘A’). The role of the Board is essentially that of making recommendations of candidates for direct recruitment in respect of posts carrying an initial salary of not less than Rs. 325/- per month and not more than Rs. 699/- per month. The cases of appointments by promotion or by transfer are not referable to the Board.
  • The Institutions of the Subordinate Services Selection Board for making recruitment to non- gazetted posts came into existence in the State of Punjab with effect from 11th September 1953. Since then, the Board had been working on the basis of the instructions issued by Government from time to time.
  • All the details regarding Placing of Requisitions, Withdrawal of Requisition ,Age Limit, Qualifications and other conditions ,Reservation, Advertisement ,Scrutiny of Applications, Conducting of Interviews,/examinations/declaration of Result, recommendations of candidates, etc. has been incorporated in the Standing Guide on the working of the Subordinate Services Selection Board.
  • While issuing advertisement, it should be ensured that it is clear on all aspects mentioned above and that it should be given in the newspapers according to the policy laid down by the Government in the Department of Information and Public Relations. The advertisement is to be given by the Board twice a month on the dates to be prescribed by the Board as per specimen added at Annexure ‘C’. A clear period of 20 days be given to the candidates to apply.The application normally sent by the candidates within the prescribed period by registered post may be entertained irrespective of the date of its receipts in the office of the Board.
