An opportunity to lead transformational change – Introducing the Prime Minister’s Rural Development Fellows Scheme (PMRDFS) PMRDFs is an excellent opportunity for committed young people to contribute to enhancing development and welfare of the people in rural and tribal areas of the country. It is envisaged that the selection and training process and intensive development facilitation work at the village, block and district level as PMRDF will provide an exceptional growth potential.
Eligibility :
Age : 21-30 years old
Qualification : Must be a postgraduate in Social Science/ Science/ Management or a graduate in Law/ Engineering/ Medicine
Knowledge of Hindi and a local language used in selected district is desirable.
Work experience is preferred
General Instructions:
1) Candidates need not submit mark sheets and degree certificates.
(2) Candidates need not submit reference letters. Only short listed candidates will be asked to send (1) and (2) before start of GD and PI. While short-listing if the committee needs additional information, persons listed as references will be called and talked to. Otherwise the information given in the application form and essays are good enough to short-list the candidates.
3. Fill the application and submit it online. The applicant will receive an acknowledgement of its receipt. All information asked for must be provided. Incomplete applications will be rejected.
4. Assessment of the applicant’s intention to apply for the position will be based on the write up they submit with the application. The applicant will need to answer in 1000 words the following questions:
5. How would the PM’s fellowship scheme help you to contribute towards the development of areas affected by Left Wing Extremism ?Identify one of the socio-economic problems of the areas affected by Left Wing Extremism and suggest some measures to solve it?
6. How will this scheme help you in your future objectives The applicant can select a basic problem prevalent in the IAP district and offer solutions. The synoptic responses will also be used to ascertain the applicant’s ability to write crisply and precisely. Indicate knowledge of local languages and district preferences.
7. Candidates will be shortlisted on the basis of their qualifications and experience. Selection will be on the basis of the written synopsis; group discussions and interviews will be used to test the candidate’s motivation, leadership, social and negotiating skills.
8. Number of Positions: The final number of PMRDFs to be posted in the IAP districts will be 180. The recruitment of PMRDFs will be done in two phases. In each phase, 90 candidates will be finally selected after the training programme. This will assist in ascertaining the efficacy of the placement of the batch.

About the organization:
PMRDFs will basically function as development facilitators, they will assist the Collector and his/her colleagues in each of the IAP districts and provide them with the necessary analysis of situations and how they should be handled. The fellows would actively pursue a district programming approach following three key strategies given below: Strengthen the district resource base for programming by finding ways of resourcing all the planned activities and rational budgeting. Establish or strengthen systems by exploring alternative ways of delivering services to reach the most deprived communities. Trigger processes which would support the changes that have been envisioned in this approach (e.g. village planning). This would be complemented by a set of supportive actions such as building the capacity of district and block officials; triggering district-wide social mobilization processes particularly among the youth; achieve a ground swell of support and build strong relationships with the Panchayats.On 13th of september, Union Minister of Rural Development Mr. Jairam Ramesh announced a scheme of PM’s Rural Development Fellows (PMRDF), for deploying young professionals in each of the IAP districts to assist the District Collector. What is implicit in the announcement is the fact that the challenge of Naxalite violence cannot be dealt with by following the ?business as usual’ principle.
