Civil Service Examination, 2012
The Union Public Service Commission (UPSC) will hold the Civil Services (Preliminary) Examination, 2012 on 20/05/2012 for recruitment of various posts of Indian Administrative Service (IAS), Indian Foreign Service (IFS), Indian Police Service (IPS) and certain other Group ‘A’ and Group ‘B’ Central Services / Posts. Age : Not less than 21 years and not more than 30 years as on 01/08/2012. The upper age is relaxable for SC/ST/OBC and certain other categories of candidates to the extent specified in the Notice.
Educational Qualification: Degree of a recognised university or an equivalent qualification.
Physical Standards: Candidates must be physically fit according to the Regulations given in notice.
Number of Attempts: The maximum number of attempts permissible to different categories of aspirants, who are otherwise eligible will be as follows:

How to apply : Candidates are required to apply Online by using the website http:// www.upsconline.nic.in Detailed instructions for filling up online applications are available on the above- mentioned website. Brief Instructions for filling up the “Online Application Form” given in Appendix-II. The online Applications can be filled up to 5th March, 2012 till 11.59 PM after which the link will be disabled. The eligible candidates shall be issued an e-Admission Certificate three weeks before the commencement of the examination. The e- Admission Certificate will be made available in the UPSC website [www.upsc.gov.in] for downloading by candidates. No Admission Certificate will be sent by post.
1. The Candidates applying for the examination should ensure that they fulfill all eligibility conditions for admission to examination. Their admission to all the stages of the examination will be purely provisional subject to satisfying the prescribed eligibility conditions. Mere issue of admission certificate to the candidate will not imply that his/ her candidature has been finally cleared by

4. Candidates should note that there will be penalty (negative marking) for wrong answers marked by a candidate in the Objective Type Question Papers. In case of any guidance/information/clarification regarding their applications, candidature etc. candidates can contact UPSC’s Facilitation Counter near gate ‘C’ of its campus in person or over Telephone No. 011-23385271/ 011-23381125/011-23098543 on working days between 10.00 hrs and 17.00 hrs.
5. Mobile phones, pagers or any other communication devices are not allowed inside the premises where the examination is being conducted. Any infringement of these instructions shall entail disciplinary action including ban from future examinations. Candidates are advised in their own interest not to bring any of the banned items including mobile phones/pagers to the venue of the examination, as arrangement for safe-keeping cannot be assured.
6. Candidates are advised not to bring any valuable/costly items to the Examination Halls, as safe-keeping of the same cannot be assured. Commission will not be responsible for any loss in this regard.
7. Minimum Educational Qualifications The candidate must hold a degree of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University Under Section-3 of the University Grants Commission Act, 1956, or possess an equivalent qualification.
8. Candidates who have appeared at an examinationthe passing of which would render them educationally qualified for the Commission’s examination but have not been informed of the results as also the candidates who intend to appear at such a qualifying examination will also be eligible for admission to the Preliminary Examination.
9. In exceptional cases the Union Public Service Commission may treat a candidate who has not any of the foregoing qualifications s a qualified candidate provided that he/ she has passed examination conducted by the other Institutions, the standard of which in the opinion of the Commission justifies his/her admission to the examination.
10. Candidates possessing professional and technical qualifications which are recognised by Government as equivalent to professional and technical degree would also be eligible for admission to the examination.
11. Candidates who have passed the final professional M.B.B.S. or any other Medical Examination but have not completed their internship by the time of submission of their applications for the Civil Services (Main) Examination, will be provisionally admitted to the Examination provided they submit along with their application a copy of certificate from the concerned authority of the University/Institution that they had passed the requisite final professional medical examination.
12. Number of attempts : Every candidate appearing at the examination who is otherwise eligible, shall be permitted four attempts at the examination. Provided that this restriction on the number of attempts will not apply in the case of Scheduled Castes and Scheduled Tribes candidates who are otherwise eligible. Provided further that the number of attempts permissible to candidates belonging to Other Backward Classes, who are otherwise eligible shall be seven.
13. The relaxation will be available to the candidates who are eligible to avail of reservation applicable to such candidates. Provided further that a physically handicapped will get as many attempts as are available to other non-physically handicapped candidates of his or her community, subject to the condition that a physically handicapped candidate belonging to the General Category shall be eligible forseven attempts.
14. The relaxation will be available to the physically handicapped candidates who are eligible to avail of reservation applicable to such candidates. An attempt at a Preliminary Examination shall be deemed to be an attempt at the Examination. If a candidate actually appears in any one paper in the Preliminary Examination, he/she shall be deemed to have made an attempt at the Examination.
15. Notwithstanding the disqualification/ cancellation of candidature, the fact of appearance of the candidate at the examination will count as an attempt. Restrictions on applying for the examination A candidate who is appointed to the Indian Administrative Service or the Indian Foreign Service on the results of an earlier examination and continues to be a member of that service will not be eligible to compete at this examination.
16.Examination, 2012 notwithstanding his/her having qualified in the Preliminary Examination, 2012. Also provided that if such a candidate is appointed to IAS/IFS after the commencement of the Civil Services (Main) Examination, 2012 but before the result thereof and continues to be a member of that service, he/she shall not be considered for appointment to any service/post on the basis of the result of this examination viz. Civil Services Examination, 2012.
17. Candidates must be physically fit according to physical standards for admission to Civil Services Examination, 2012 as per guidelines given in Appendix-III of Rules for Examination published in the Gazette of India Extraordinary dated 4th February, 2012.
18. Candidates (excepting Female/SC/ST/PH Candidates who are exempted from payment of fee) are required to pay fee of Rs. 50/- (Rupees Fifty only) either by remitting the money in any Branch of SBI by Cash, or by using net banking facility of State Bank of India/ State Bank of Bikaner & Jaipur/Sate Bank of Hyderabad/State Bank of Mysore/ State Bank of Patiala /State Bank of Travancore or by using Visa/Master Credit/Debit Card.

Indianisation of the superior Civil Services became one of the major demands of the political movement compelling the British Indian Government to consider setting up of a Public Service Commission for recruitment to its services in the territory. The first Public Service Commission was set up on October 1st, 1926. However, its limited advisory functions failed to satisfy the people’s aspirations and the continued stress on this aspect by the leaders of our freedom movement resulted in the setting up of the Federal Public Service Commission under the Government of India Act 1935. Under this Act, for the first time, provision was also made for the formation of Public Service Commissions at the provincial level. The Constituent Assembly, after independence, saw the need for giving a secure and autonomous status to Public Service Commissions both at Federal and Provincial levels for ensuring unbiased recruitment to Civil Services as also for protection of service interests. With the promulgation of the new Constitution for independent India on 26th January, 1950, the Federal Public Service Commission was accorded a constitutional status as an autonomous entity and given the title – Union Public Service Commission The Union Public Service Commission has been established under Article 315 of the Constitution of India. The Commission consists of a Chairman and ten Members. The terms and conditions of service of Chairman and Members of the Commission are governed by the Union Public Service Commission (Members) Regulations, 1969. The Commission is serviced by a Secretariat headed by a Secretary with two Additional Secretaries, a number of Joint Secretaries, Deputy Secretaries and other supporting staff. The Union Public Service Commission have been entrusted with the following duties and role under the Constitution:The major role played by the Commission is to select persons to man the various Central Civil Services and Posts and the Services common to the Union and States (viz. All-India Services). The expenses of the Union or a State Public Service Commission, including any salaries, allowances and pensions payable to or in respect of the members or staff of the Commission, shall be charged on the consolidated Fund of India or, as the case may be, the Consolidated Fund of the State. To Duties & Role of the Commission Under Article 320 of the Constitution of India, the Commission are, inter-alia, required to be consulted on all matters relating to recruitment to civil services and posts. Under the Constitution one of the functions of the Commission is to conduct examinations for appointment to Civil Services/Posts of the Union. In addition, competitive examinations are also held by the Commission under arrangements with the Ministry of Defence for entry to certain Defence Services, through the National Defence Academy, Indian Military Academy, Naval Academy, Air Force Academy and the Officers Training Academy. The Commission usually conducts over a dozen examinations every year on an all India basis. These include Examinations for recruitment to services/posts in various fields, such as Civil Services, Engineering, Medical and Forest Service, etc. For an overview of examinations regularly held by the Commission. See “Overview of Examination” under this Chapter. At present the Union Public Service Commission conduct their examinations at numerous venues spread over 42 regular centers throughout the country. Where the number of applicants is very large, it is not practicable to call for Interview all the applicants who fulfill the minimum eligibility conditions prescribed. The Commission, therefore, shortlist the candidates to be called for the interview on the basis of certain pre-determined criteria related to the job. A large number of recruitment cases is handled by the Commission by the method (1) above. An objective-type written and/or practical test to test the skill of the candidates followed by Interview, the final selection being decided by Interview, aided by the performance of the candidates in the written test and/or practical test. Appointment By Promotion And Transfer On Deputation/Transfer In accordance with the procedure decided by the Government, in consultation with the Commission, Chairman or a Member of the Commission presides over the Departmental Promotion Committee Meetings to consider promotions from Group B to Group A and from one grade to another within group A, where promotion is to be made by Selection. The Recruitment Rules for a number of posts provide for appointment by Transfer on Deputation (including short term contract) and Transfer. When the field of consideration consists of Central Government as well as State Government officers, prior consultation with the Commission is necessary for selection of an officer. When the file for consideration is made more broad-based and consists of not only Central/State Government officers but also officers from Non-Government Institutions, the selection has to be made in consultation with the Union Public Service Commission. The All India Services Act, 1951 and Rules and Regulations framed thereunder regulate the recruitment and conditions of service in respect of the All India As far as direct recruitment to the Indian Administrative Service and Indian Police Service Examination are concerned, it is done through the Civil Services Examination and for the Indian Forest Service through the Indian Forest Service Examination held by the Commission. The relevant Rules and Regulations provide that 33% of the vacancies in the IAS/IPS/IFS should be filled by promotion from amongst the officers of the State Service in consultation with the Commission. The Selection Committee presided over by Chairman/Member of the Commission consists of senior Government representatives of the Central Government and the State. The Commission have recently undertaken a project called “SAMPERA” (Screening and Mechanised Processing of Examination and Recruitment Applications). A simplified single sheet common application form for all the examinations has been devised which will be scanned by using OMR/ICR technology. The implementation of this project will mainly help in high speed scanning of data from forms eliminating manual entry.
