General Instructions:
(i) Candidates must write the papers/indicate the answers in their own hand.
(ii) In the question papers, wherever necessary, the Metric systems of weights and measures only will be used.
(iii) Candidates are not permitted to use calculators and other electronic gadgets except as specified in the Notice. They should not, therefore, bring the same inside the
Examination Premises/Venue.
(iv) Wherever applicable, the candidates must indicate /write the answer either in Hindi or in English or vice versa. If answers are indicated/written partly in Hindi and partly in
English and vice versa, the Answer script will not be evaluated and the candidate will be awarded zero marks.
(v) If any candidate is found to possess mobile phones or any other means of wireless communication position in the working or switched off mode in the examination hall, his/her candidature shall be cancelled forthwith.
(vi) OMR Type of Answer Sheets will be supplied by the Commission to candidates for recording their answers of Multiple Choice Objective Type Questions. Candidates are advised to read very carefully, the following instructions, in their own interest. i) Part A of OMR Answer Sheet to be filled in Ball Point Pen only.
ii) Part B of OMR Answer Sheet should be filled in HB pencil only, as per instructions given in OMR Answer Sheet.
iii) Candidate should write his/her name, Roll Number, Ticket Number, Name of the Examination as mentioned in Admission Certificate, Date of birth, Test Form Number correctly, in the relevant places in OMR Answer Sheet. Answer Sheet not bearing candidates Name, Roll Number, Ticket Number, Test Form Number and signature and which do not have such details fully and correctly coded will not be evaluated and ‘Zero’ marks will be awarded to candidate.
1. After the written Examination and the Interview /personality test, the Commission will draw up the All India Merit List and, in that order, as many candidates as are found by the Commission to have qualified in the Examination shall be recommended for appointment upto the number of unreserved vacancies available taking into consideration their options for the posts included in this examination.
2. The Commission will recommend the candidates in the Merit List on the basis of the aggregate marks obtained by the candidates in the written examination and
interview/personality test. Allotment of selected candidates to various posts will be on the basis of merit cum option. Provided that SC, ST, and OBC, who are selected on their own merit without relaxed standards, will not be adjusted against the reserved share of vacancies. Such SC, ST, and OBC will be accommodated against the general/unreserved vacancies as per their position in the overall Merit List. The reserved vacancies will be filled up separately from amongst the eligible SCs, STs, and OBCs, candidates which will, thus, comprise of SC, ST, and OBC candidates who are lower in merit than the last general candidate on merit list of unreserved category but otherwise found suitable for appointment by relaxed standard. An Ex-Serviceman candidate who qualifies on the basis of relaxed standards viz. experience or qualifications, permitted number of chances in written examination, extended zone of consideration, etc. will be counted against reserved vacancies and not against general vacancies subject to fitness of such candidate for selection. Such candidates will also be recommended at the relaxed standards of the extent the number of vacancies reserved for them, to make up for the deficiency in the reserved quota, irrespective of their rank in the order of merit. Deduction from the age of Ex-Servicemen is permissible against the reserved or unreserved posts and such exemption cannot be termed as relaxed standards in regard to
3. Success in the examination confers no right of appointment unless government are satisfied after such enquiry as may be considered necessary that the candidate is suitable in all respects of appointment to the service/post.
4. The candidates applying for the examination should ensure that they fulfill all theeligibility conditions for admission to the examination. Their admission at all the stages of examination will be purely provisional, subject to their satisfying the prescribed eligibility conditions. If, on verification, at any time before or after the written examination and interview, it is found that they do not fulfill any of the eligibility conditions, their candidature for the examination will be cancelled by the Commission.
1. In Part I registration, candidate will have to fill basic information. On submission of details, candidate will be prompted to check the details and make correction, if any.
2. Candidate should press “I agree” button after declaration once he/she finds that information supplied by him/her is in order and no correction is required. Thereafter no correction/modification etc. shall be allowed.
3. A page with Registration No. will appear on the screen. Note down the registration number or take out a print out of the page.
4. The application procedure will be incomplete without part II registration. Part II registration contains filing of payment details, uploading of photograph, and scanned signature.
5. Candidates who have to pay application fee can pay fee online through SBI Net Banking, or cash through SBI bank challan.
6. To pay fee in cash, candidate should take printout of challan generated online after completion of part I registration. The requisite fee can be deposited in any branch of State Bank of India and Part II registration can be continued. Due to non-receipt of approval from the Controller General of Accounts, Ministry of Finance, payment through Credit cards/Debit cards is not allowed.
7. Those who want to pay online through SBI Net Banking can go directly to part II registration after completion of part I. Candidate will have to supply registration number and date of birth to continue to Part II registration.
8. Those who are exempted from payment of fee can skip steps 4 to 7.
9. Candidates should then upload a recently taken scanned photograph in 8 – bit grayscale JPG format. The digital size of the file must be of resolution 100 pixel width by 120 pixels height.
10. Then upload your scanned signature in 8 – bit grayscale JPG format. The digital size of the file must be of resolution 140 pixel width by 60 pixels height.
11. Request for change/correction in any particular field shall not be entertained under any circumstances. The Staff Selection Commission will not be responsible for any consequences arising out of non acceptance of any correction/addition/deletion in any particular field in application form whatever the reasons may be.
12. Furnishing of Documents by candidates whose on-line applications are incomplete. The cut-off date for submitting the documents to remove the discrepancies should be at least 3 days before the examination day, though individual regional office may entertain such requests till a later day. While uploading the details of such cases on the website, candidates will be asked to give representation to the RDs along with required documents at least one week before the day of examination in their own interest failing which it may not be possible for the RDs to take any action on their representation.

About the organization:
The Estimates Committee of the Parliament, in its 47th Report (1967-68), recommended the setting up of a Service Selection Commission for conducting examinations for recruitment to lower categories of posts. Pursuant to this, and as an interim measure, an Examination Wing was initially added to the Secretariat Training School, subsequently renamed as the Institute of Secretariat Training and Management (ISTM). The Administrative Reforms Commission (ARC), in its Report on Personnel Administration, drew attention to the fact that bulk of the staff of the Government at the Centre and in the States belonged to Class III and Class IV categories. Referring in particular to the identical nature of qualifications stipulated for entry into such posts in various offices, the Commission advocated pooling of the requirements of non-technical posts by different Departments and selection of personnel either by joint recruitment or through a recruitment board. It was in pursuance of this recommendation that the Government of India decided to constitute a Subordinate Services Commission under an Executive Resolution. The Government of India, in the Department of Personnel and Administrative Reforms vide its Resolution No. 46/1(S)/74-Estt.(B) dated the 4th November, 1975 constituted a Commission called the Subordinate Services Commission which has subsequently been re-designated as Staff Selection Commission effective from the 26th September, 1977 to make recruitment to various Class III (now Group “C”) (non-technical) posts in the various Ministries/Departments of the Govt. of India and in Subordinate Offices. The functions of the Staff Selection Commission have been enlarged from time to time and now it carries out the recruitment also to all Group “B” posts in the pay scale of Rs 9300 to 34800 with a grade pay of Rs 42000 The functions of the Staff Selection Commission were redefined by the Government of India, Ministry of Personnel, Public Grievances and Pensions vide its Resolution No.39018/1/98-Estt.(B) dated 21st May 1999 (may be seen under the heading Resolution). The new constitution and functions of the Staff Selection Commission came into effect from 1st June 1999. The Staff Selection Commission is an attached office of the Department of Personnel and Training and comprises of Chairman, two Members and a Secretary-cum-Controller of Examinations who are appointed on such terms and conditions as may be prescribed by the Central Government from time to time. The Commission is provided such supporting staff as considered necessary by the Central Government.The Commission is headed by a Chairman who is assisted by two Members and a Secretary-cum-Controller of Examinations. They are further supported by other officers and Staff of the HQ (Organization Chart at Appendix III) and by a Regional Network of offices established at various locations. The Headquarter of the Commission is located at New Delhi. Headquarte The Staff Selection Commission has its Headquarter at New Delhi. All Examinations as well as administrative matters are submitted to the Chairman through two Members. The Secretary functions under both the Members. Besides, there are post of one Director, one Deputy Secretary, two Joint Directors, nine Under Secretaries, four Deputy Directors, one Finance & Budget Officer, one Assistant Director (OL), 24 Section Officers and more than 183 supporting officers / staff working at the Headquarters for discharging the duties and responsibilities of the Commission. An Organisational Chart of the Commission (Hqrs.) is given at Appendix II,. The functions of various Branches/Sections of the Hqrs. are briefly outlined under the heading “Functions of the Sections”. Regional/Sub-Regional Offices For smooth conduct of examinations through a large network of examination centres/sub-centres situated in different parts of the country for the convenience of the candidates, the Commission has been provided with a Regional set-up. At present, there are seven Regional Offices at Allahabad, Mumbai, Delhi, Kolkata, Guwahati, Chennai, Bangalore and two Sub-Regional Offices at Raipur and Chandigarh. Each Regional Office is headed by a Regional Director and each Sub-Regional office is headed by a Deputy Director. The details of the functions and operative jurisdictions of these Regional and Sub-Regional Offices are given at Appendix-IV, . The Commission may, with the approval of the Department of Personnel & Training, open more Regional/Sub-Regional Offices of the Commission at such other places, as it may consider necessary.To make recruitment to (i) all Group “B” posts in the various Ministries/Departments of the Govt. of India and their Attached and Subordinate Offices which are in the pay scales the maximum of which is Rs.10,500 or below and (ii) all non-technical Group “C” posts in the various Ministries/Departments of the Govt. of India and their Attached and Subordinate Offices, except those posts which are specifically exempt from the purview of the Staff Selection Commission. To conduct examinations and/or interviews, whenever required for recruitment to the posts within its purview. The examinations would be held as far as possible at different centres and successful candidates posted, to the extent possible, to their home State/Region. The Commission conducts examinations/selections for recruitment to all Group “B” posts which are in the pay scales the maximum of which is Rs.10, 500 or below and all Group “C” non-technical posts in the Ministries/Departments of the Govt. from time to time. The Commission performs such other functions as may be entrusted to it by the Central Govt. from time to time.It is exactly one year since the launch of this revamped website of Staff Selection Commission. During the last one year, the website has logged over 36.1 lakh hits and has emerged as one of the most frequently viewed websites in the Government sector. Against all odds, the Commission has endeavoured to make the website the principal source of information on its examinations and their structure, contents, results and candidates’ performance. As I stated in my earlier message, maintenance and updation of the website is a continuous and challenging process. We are happy that our efforts in this direction have been appreciated by the job applicants.We have been swamped with enormous response from the candidates’ to our examinations and selections, no doubt powered by the information provided on this website and increased levels of transparency. Consequently, our volume of work has increased at least three fold. The Commission would have conducted examinations for 27.5 lakh candidates during the period April-November 2010 against 11.5 lakh candidates in the entire previous year (2009-10). I will not be surprised if we touch 40 lakh candidates during 2010-11. There is tremendous pressure on the limited manpower available in the Commission and its 9 regional offices. We have been able to cope with the volumes so far and our regional offices have lived upto my and the candidates’ expectations. Without their active support and involvement, it would have been difficult to handle large volumes of work in a sustained and time-bound manner. The regional websites have admirably supplemented the information provided on the website. Additionally, they have started providing the facility of downloading of admission certificates one to three weeks before all examinations and provision of detailed information on nomination statusand interview schedules.
