General Instructions:
1: The qualification regarding experience is relaxable at the discretion of Secretary MoES in the cases of candidates belonging to Scheduled Castes and Scheduled Tribes, if at any stage of selection, the Secretary, MoES is or the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies.
2: Doctorate Degree will count as 3 years experience.
3: Age is relaxable upto 5 years in respect of Government Servant in accordance with the orders issued by Government form time to time.
4: The number of posts to be filled may vary. the Ministry reserves the right to cancel the recruitment without assigning any reason. The prescribed essential qualifications are minimum and the mere possession of the same does not entitle candidates to be called for interview. If the number of applications received in response to Advertisement is large, it will not be convenient or possible for the Assessment Board to interview all those candidates. So, the Ministry may restrict the number of candidates to be called for interview to a reasonable limit on the basis of desirable qualifications and/or experience prescribed in the advertisement as per the specific requirement of the Ministry. No correspondence will be entertained with candidates who are not called for interview/selected for appointment. Outstation candidates called for interview will be paid to and fro second class rail fare by the shortest route. The selected candidates are liable to serve anywhere in India and outside. Experience will be counted after completion of essential academic qualifications, while a completed Doctorate degree will be counted as three years experience. In case a candidates has obtained the above degree while in service only his/her service period will be counted towards experience and he/she will not get any additional weightage in experience for acquiring Doctorate towards total period of experience.Reservation for the candidates belonging to SC/ST/OBC and Physically handicapped (OH, PH) will be governed as per Government instructions.

6. Copies of certificates in support of educational qualifications, date of birth, Disability (OH, Ph,), Community (in case of SC/ST/OBC candidates only) and experience should be attached with the application. Candidates will have to produce the original certificates as and when required. Applications received after the closing date or received incomplete in any respect are liable to be summarily rejected. No representation against such rejection will be entertained.
7. About the organization:
INCOIS will have a data warehouse of ocean related information gathered from various institutions in India, which are involved in Marine Data Collection, Ocean Observation and Ocean/Atmospheric sciences. INCOIS will then translate it into deliverable products to a range of users – Fishing community, State Fishery Department Officers, Planning Commission, Ports and Harbours, Shipping Industry, Navy, Coast Guards, NHO Central Pollution Control Board etc. The web site is being built over four phases. The first phase will involve a static site giving insight into the various activities planned for the Ocean Community through the web site. The next two phases will involve a dynamic site with Web Geographical Information System (GIS) interface to the online data and Warehousing and mining of the historical data respectively. The last phase will have design availability for the WAP enabled information systems. Once the website becomes fully operational it would be a single window solution for the entire ocean community.. Multilingual Web site and Ocean Portal which provides services over the web. The multilinguality comprises interfaces in Hindi, English and other Indian languages. rovision for WAP Interface by using a Wireless Gateway, where the users can view the data through mobile phones. A Web Geographical Information System (GIS) which will allows the user to query, analyze and visualize Spatial and Non-spatial data over the web. The information required by the client can be fetched from the RDBMS / Spatial Server and displayed on the web as intelligent maps. Interface with Payment Gateways: This will provide an e-commerce, m-commerce application environment with a provision to pay through credit cards or electronic cheques. Reliability: Provisions to automatically detect malfunctions or non-response of system and to take appropriate measures. Scalability: The system provides highly scalable implementations to grow seamlessly with the business Flexibility: The application components that comprise the system, support the configuration of its runtime parameters and updation of its business logic. Security: The usage of the site is in three categories – public visitors, partners, e-commerce & m-commerce users. Certain components execute sensitive business functions. To protect the integrity of these functions, a business component authenticates the clients, checks their access permission and encrypts the transmission of sensitive data. Following are the list of services, which are provided on the portal : Potential Fishing Zone Advisories: Provide fishery related information to the Fishing Community, Fishery Information Kiosks, State Fishery Department officials, Central Agriculture Ministry and the Planning Commission. Web GIS interface: This will provide the users with an interface to the Geographical Information Systems, which can be used for scientific investigations, resource management and planning i.e. map making, emergency response planning and simulating environmental effects. Ocean State Forecast: The Ports, Harbours, Offshore Industry, Shipping Industry, Navy, Coast Guard which rely on the ocean state for their day-to-day functioning will be provided with this information over the internet. This service will also provide links to the sites which provide Ocean State Forecast Value Added services: This will provide some value added services to the Industry e.g. the shipping industry. These services are through the payment gateways. FAQ’s: There will a facility to post queries.These queries with their replies will be available to the users for reference Ocean Tutor, Ocean Calculator, Ocean Dictionary: Will assist users to get familiar with the ocean relate jargon and information with a view to enlighten the community with the latest topics in this field. General Information: This is available to the public and is generally static in content.
