Job or Vacancy Description:
Applications in the prescribed format for the following posts

1. Assistant Director, Animal Resources Development in WB Animal Husbandry and Veterinary Services : 26 Posts

2. Assistant Director, Animal Resources Development (Fodder) in WB Animal Husbandry and Veterinary Services (A.R. Wing) : 10 Posts

3. Assistant Director of Industrial Training/ Principal of Industrial Training Institute under the Department of Technical Education and Training : 26 Posts

4. Information Officer (Small Savings Scheme) under he Department of Information and Cultural Affair : 01 Post

5. District Library Officer under the Department of Mass Education Extension & Library Services : 01 Post

Age Limit : For Post S.No. 1 & 2 : Not more than 40 years on 01.01.2011 , For Posts S.No. 3 to 5 : Not more than 35 years on 01.01.2011 (Relaxable as per rules)
Pay : Rs.15,600 – Rs. 42,000/- plus Grade pay Rs. 5,400/- (PB – 4A)

General Instructions:
1. Candidates who wish to apply for more than one category of posts should submit separate application alongwith requisite fees for each.
2. The qualifications prescribed in the advertisement are as per the notified recruitment rules issued by Government.
3. All the degrees/diplomas/certificates mentioned in the advertisement must have been obtained from recognized Universities/Institutions.
4. The prescribed ‘essential qualifications’ are the minimum and mere possession of the same does not entitle applicants to be called in for the interview. Where the number of applications received in response to the advertisement is large and it is not convenient or possible for the Commission to interview all the applicants the Commission may restrict the number of candidates for interview to a reasonable limit on the basis of either qualifications or experience higher than the minimum prescribed in the advertisement or on the basis of a Screening Test /Written Test .
5. In cases where no Division/Class is awarded and only grading is done, exact percentage of marks and conversion formula adopted are to be mentioned with documentary evidence.
6. Where experience of a number of years is prescribed as an item of qualification this would mean onlyexperience/research experience gained in full time employment/research. [Certificate(s) from the Head(s) of Organisation(s)/Department(s) for the entire experience claimed, clearly mentioning the duration of employment (date, month and year) and indicating basic pay and consolidated pay must be furnished together with applications. The certificate(s) should also mention the nature of duties performed/experience obtained in the post(s) with duration(s)].
7. Besides pay, the posts carry allowances as admissible.
8. The benefits of reservation of vacancies and upper age concession upto 5 years are admissible only to S.C. and S.T. candidates of West Bengal and upto 3 years to B.C. candidates of West Bengal. S.C., S.T. and B.C. candidates of other States may apply for unreserved vacancies as general candidates. Such benefits are also available upto 45 years for Persons with Disabilities. PROOF OF BELONGING TO AN S.C. OR S.T. OR B.C. OR PERSONS WITH
DISABILITY MUST BE SUBMITTED ALONG WITH THE APPLICATION FORM AND NO CLAIM IN THIS REGARD WILL BE ENTERTAINED AFTERWARDS.
9. If at any stage even after issue of a letter of recommendation for appointment a candidate is found ineligible in terms of the advertisement his/her candidature will be cancelled without further reference to him/her.
10. Applications should be sent to the Secretary, Public Service Commission, West Bengal, 161-A, S.P.Mukherjee Road, Kolkata – 700 026 so as to reach him on or before the closing date. Application may also be submitted personally between 11-00 a.m. and 3-30 p.m. on all working days to the above address of the Commission’s office on or before the closing date.
11. Completed application must be submitted along with the copies of the following documents either Self Certified or attested by competent authority:
(i) Madhyamik or equivalent certificate. (ii) S.C./S.T./B.C./Persons with Disability certificate issued by competent authority. (iii) Registration certificate for citizenship (if by registration) as required under item 9(b) of the application. (iv) Marksheet and certificate for each examination passed. (v) Experience certificate.
12. APPLICATION FORMS, NOT PROPERLY FILLED IN OR INCOMPLETE IN ANY RESPECT OR WITHOUT REQUISITE DOCUMENTS WOULD BE SUMMARILY REJECTED.
13. SUBMISSION OF MORE THAN ONE APPLICATION FOR A PARTICULAR CATEGORY OF POST IS STRICTLY FORBIDDEN.
14. Two self-addressed unstamped envelopes and one self-addressed post card should be enclosed with the application.

About the organization:
The Commission considers proposals from West Bengal Government,Kolkata Municipal Corporation and Howrah Municipal Corporation for appointment through selection after interview from time-to-time.In case of sufficiently high response against a recruitment advertisement preliminary written test is normally taken before interview.The origin and evolution of Public Service Commission in India can be traced back to the democratic demands raised by the Indians and consequence thereof. As far back as 1856 educated Indians raised the demand for admission into the Indian Civil Service, and the Indian National Congress adopted a resolution on its foundation in 1885 demanding holding of simultaneous examination for the I.C.S. both in England and in India. Such demands were supplementary to the demands raised in the Indian National Movement for self-government.  In the context of such demands the Lee Commission in 1924 also recommended its formation. Then the Government set up the Central Public Service Commission in October,1926.  The Simon Commission in 1935 provided for setting up of a federal Public Service Commission for the federation and a Public Service Commission for each province. In terms of the provisions of the Govt. of India Act and with its coming into effect on 1st April, 1937 the Central Public Service Commission became the Federal Public Service Commission, and a Public Service Commission was set up in each province, except in cases of certain provinces which formed Joint Public Service Commissions. The provisions of the Government of India Act,1935 regarding Public Service Commission were adopted almost in toto in the Constitution of India. This is the background of the emergence of the Bengal Public Service Commission in April,1937 and its transformation as Public Service Commission, West Bengal under the Constitution of India. The fathers of the Indian Constitution realized that the democratic system could be maintained only if the civil servants were appointed solely on the basis of merit , by open competition and only then they could carry on the administration independently. The values of independence, impartiality and integrity are the basic determinants of the constitutional conception of Public Service Commission. The Public Service Commission, West Bengal is proud of its glorious existence and is pledged to discharge its constitutional obligations faithfully and efficiently in the days to come.  Powers and duties of its officers and employees are fixed on the basis of guidelines as laid down in West Bengal Secretariat Manual, West Bengal Service Rules Part-I, West Bengal Service ( Classification, Control and Appeal ) Rules, 1971, West Bengal Public Service Commission ( Conditions of Service & Miscellaneous Provisions ) Regulation, 1953, W.B.S.( D.R.O.) Rules, 1980 and important circulars as issued by the Government from time to time etc.While disposing of many cases, generally West Bengal Service Rule Part-I and specific norms of Government as fixed by the Finance Department and also by some other Departments e.g. Labour, Social Welfare, Backward Class Welfare etc. Departments are followed. Decision in vital cases are taken specially (i) on the approval of Chairman and (ii) through Full Commission Meeting attended by Chairman & all other Members of the Commission.
