General Instructions:
1. Applications in the prescribed form are invited from eligible candidates for filling up of approximate 114 posts in the Directorate General of Civil Aviation by appointment of Consultants on short-term contract basis. Retired Govt. Employees who are below 65 years as on the date publication of this advertisement can also apply for the said posts. The closing date for receipt of applications is 21 days from the date of publication of this advertisement. The exact number of posts to be filled by Consultants may change at the discretion of the Department.
2. The period of contract is likely to be one year. Details of posts, reservation of posts (if any), remuneration, age limit, Educational Qualifications and application form in which applicants are required to apply are given in the DGCA website (www.dgca.nic.in). Applicants are requested to go through instructions available on DGCA website and satisfy themselves that they meet with all requirements mentioned therein and fill up forms accordingly. The applications may be submitted neatly typed on white paper in double space and typed on only one side of paper. The envelope should be superscribed with: “Application for the post of _________________________. Applications not conforming to prescribed format will not be entertained. Complete applications with enclosures together with a self addressed post card by affixing thereon an additional postage stamps of Rs. 5.00 indicating, Item No. and Name of post should be sent to the Office of the Director General of Civil Aviation, Opposite Safdarjung Airport, New Delhi-110003, so as to reach on or before the closing date. Applications received after the closing date will not be entertained under any circumstances. Applicants are advised to submit only one application and applications for more then one post shall not be considered.
3. The posts are available at DGCA Hqrs. and at various Regional Offices like Chennai, Hyderabad, Kolkata, Mumbai, Kanpur, Lucknow, Guwahati, Bangalore, Bhopal, Cochin, Patna, Patiala & Bhubaneswar. However, availability of exact number of vacancies may change later as per requirements. Preferences of the candidates will be kept in mind at the time of posting subject to availability of post.
4. The Screening Committee would scrutinize the applications. Only those fulfilling the requirements will be short listed and called for interview. The selected candidates will be required to join at the place of posting within 15 days from the date of issue of appointment letter, failing which their selection shall be cancelled and no extension shall be allowed.
5. Canvassing by candidates in any manner will invite disqualification of their candidature.

Directorate General of Civil Aviation is an attached office of the Ministry of Civil Aviation. The Directorate General of Civil Aviation is the regulatory body in the field of Civil Aviation primarily dealing with safety issues. It is responsible for regulation of air transport services to/from/within India and for enforcement of civil air regulations, air safety and airworthiness standards. It also co-ordinates all regulatory functions with International Civil Aviation Organisation. The headquarters are located in New Delhi with regional offices in the various parts of India. There are 14 (fourteen) Regional Airworthiness Offices located at Delhi, Mumbai, Chennai, Kolkata, Bangalore, Hyderabad, Trivandrum, Bhopal, Lucknow, Patna, Bhubaneshwar, Kanpur, Guwahati and Patiala. Apart from the Regional Airworthiness Offices, there are 5 (five) Regional Air Safety offices located at Delhi, Mumbai, Chennai, Kolkata and Hyderabad, the Regional Research and Development Office located at Bangalore and the Gliding Centre at Pune. India is participated in ICAO by the Representative of India.The Directorate General of Civil Aviation is the regulatory body in the field of Civil Aviation primarily responsible for regulation of air transport services to/from/within India and for enforcement of civil air regulations, air safety and airworthiness standards.  The regulations are in the forms of the Aircraft Act, 1934, the Aircraft Rules, the Civil Aviation Requirements, the Aeronautical Information Circulars.  The Advisory and guidance material is in the form of circulars.  The DGCA website offers a ‘New and Updated’ section that gives the latest in regulations. While it is your responsibility to make sure all your regulations are up-to-date, this service should assist. DGCA under Rule 49 of the Aircraft Rules, 1937, is empowered to issue Type certificate of aircraft and its engines/ propellers manufactured in India and also revalidate the Type Certificate issued to an aircraft by foreign airworthiness authority.Defects are encountered during operation of an aircraft, for which repair facilities may not exist at transit stations. Modern aircraft of today have inherent safeguards introduced into them at the design stage in the form of duplicated systems and components and redundancy in the system etc. so that safe operation of aircraft is possible even with the existence of certain system defects. Aircraft are, therefore, permitted to continue their flights from transit stations to base stations where maintenance facilities are available. This practice not only reduces unnecessary engineering costs but also avoids passenger discomforts associated with delays to services. DGCA allows use of approved Deficiency List (MEL) for aircraft engaged in scheduled, non- scheduled and general aviation operations. All Indian registered aircraft irrespective of their nature of operations are required to have an approved MEL where the manufacturer has issued MMEL. puts onus of responsibility for observing the airworthiness standards as spelt out in the Aircraft Rules, 1937, CARs, manufacturer’s requirements etc. on the part of the organisations engaged in aviation activities. Ensuring adherence to these standards/ requirements is achieved by carrying out  Surveillance Oversight. Safety oversight of engineering activities of operator and maintenance organisation is a function to ensure effective implementation of the safety related airworthiness rules, regulations and requirements contained in the various National documents and Standards and Recommended Practices and associated procedures contained in the ICAO Annexes to the Convention and other related documents particularly Annexes 1,6,8.  The safety oversight airworthiness programme is aimed to detect the weaknesses in the engineering activities of the operators, maintenance and other related organisations so that necessary corrective measures can be taken in time before they become a potential safety hazard and that the capability of the organisation to exercise airworthiness control be maintained at or above the level required by the regulations. Civil Aviation Requirements Section 2 Series ‘A’ Part IV outlines the salient airworthiness requirements and the system under which the airworthiness control and the safety oversight is required to be exercised on the engineering activities by the operators and the DGCA officers.  Various Surveillance Checklists have been prepared as a guidance to the departmental officers and the operator to carry out surveillance inspections/in-house audit inspections on aircraft, maintenance & manufacturing organisations, fuel vendor etc. The checklists have been broadly classified into:The primary activity of the Medical Section of DGCA is the scrutiny and approval of medical records required for the certification of Licensed Aviation Personnel. All medical documents for Class I and Class II Medical examinations conducted at DGCA approved Aeromedical Centres or by DGCA approved Aeromedical Examiners, as applicable, are assessed for completion and correctness by the Joint Director Medical Services (Civil Aviation) who is the Medical Assessor at DGCA. The DGCA issues medical assessment in accordance with the International Standards and Recommended Practices as contained in ICAO Annex 1 and as stipulated in Rule 39B of the Aircraft Rules, 1937.Statistical Division of the Director General of Civil Aviation is responsible for maintaining civil aviation traffic statistics. This Division collects data pertaining to Civil Aviation from various sources viz. Air India, Indian Airlines, Private Operators, Foreign Airlines and various airports managed by Airports Authority of India. The data thus collected are compiled and are then published annually in a publication entitled ” India Air Transport Statistics.”  The main objective of this publication is to provide a clear picture of the performance of air traffic in India and to study trends thereof. The publication includes traffic statistics in respect of scheduled and non-scheduled air services of domestic as well as foreign carriers;  detailed information on fleet strength, aircraft utilization, staff strength, financial results of Air India, Indian Airlines and Airport statistics for both international and domestic airports. Further, it includes statistics in respect of international traffic to/from India to various countries, domestic traffic carried by scheduled, non-scheduled and air taxi operators and traffic carried on tourist charter flights and flights operated under Open Sky Policy for all-cargo services. Some graphic charts are also given along with the tables. The data on passengers, freight & mail in this publication relates to revenue traffic only.  It is expected that this publication will be useful for planning and research work in the field of civil aviation and will also meet the needs of business and air transport community. All efforts have been made to improve upon the presentation and contents of the publication. However, any suggestion given for further improvement of the publication will be highly appreciated.
