How to apply  : CANDIDATES WILL BE REQUIRED TO SUBMIT THEIR APPLICATION IN THE PRESCRIBED FORMAT (IN HARD COPY BY POST). A candidate can apply for one post only. Candidates applying for more than one post will not be considered. Candidates belonging to General and OBC category are required to pay a non-refundable application fees of Rs. 200/- (Rupees two hundred only) by Demand Draft drawn in favour of HPCL Biofuels Limited payable at Patna, Bihar. Payment in any other mode will not be accepted. SC/ST/PWD candidates are exempted from payment of above fees provided they attach an attested copy of SC/ST/PWD certificate as applicable, issued by the Competent Authority at the time of forwarding their Application Form. The Application once made will not be allowed to be withdrawn and the fee once paid will not be refunded on any account nor would this fee be held in reserve for future exam / selection. Candidates must write their name, address on reverse of demand draft . A recent passport size photograph should be firmly pasted on the application and should be signed across by the candidate. Without photograph and signature across it, the application will be rejected. Three copies of the same photo should be retained for use at the time of interview. Candidates are advised not to change their appearance till the recruitment process is complete. Failure to produce the same photograph at the time of interview, will lead to disqualification. Before applying for the post, candidates should ensure that he/she fulfils the eligibility and other criteria mentioned in thisadvertisement. HPCL BIOFUELS LIMITED being the Appointing Authority would be free to reject any application at any stage of the recruitment process, if the candidate is found ineligible for the post for which he/she has applied. The fee paid by ineligible candidates shall be forfeited. No correspondence shall be entertained in this regard.

General Instructions:

7. Relaxations / Reservations for SC/ST/OBC (Non Creamy Layer) as per Government Rules/Presidential Directives.
8. Candidates from SC/ST/OBC category should produce their caste certificate issued by Competent Authority in the prescribed format as per the guidelines of Government of India in support of their claim. In case, the candidate fails to produce the certificate issued by Competent Authority, his / her candidature will not be considered.
9. Candidates employed in Govt. Department / PSU / Autonomous bodies shall either forward their application through Proper Channel or shall produce NOC from their present employer at the time of Interview. In case, the application of the candidate is not forwarded through proper channel or the candidate fails to produce NOC from his present employer at the time of interview, his / her candidature will not be considered.

About the organization:
Government of Bihar (GoB) invited Request for Qualification (RFQ) for 15 closed sugar mills owned by Bihar State Sugarcane Corporation Limited in December 2007. HPCL participated in RFQ for 4 sugar mills. HPCL emerged as the highest bidder (H1) for two sugar mills i.e. at Sugauli, District East Champaran and Lauriya, District West Champaran.The Asset Transfer and long term Lease Agreement was signed between HPCL and Bihar State Sugar Corporation Limited, GoB on 18th January, 2009 and GoB started handing over the sites (assets and farmland) for possession from 25th Feb, 2009 onwards. Subsequently a new wholly owned subsidiary company of Hindustan Petroleum Corporation Limited under the name ‘HPCL Biofuels Limited’ has been incorporated on 16th October,2009 with Registered Office at 271, Road No.-3E, New Patliputra Colony, Patna-800013 and HBL will be handling the Integrated Sugar Ethanol Co-gen Plants at Sugauli & Lauriya. As a part of backward integration, HBL plans to set up fuel ethanol plants for addition into petroleum fuels, through setting up of integrated sugar , ethanol & co-gen power plants, co-existensively at the above two location i.e. Sugauli and Lauriya.Ethanol plant of capacity of 60 KLPD will be installed concurrently with the sugar and co-gen power plants as a part of the integrated project. The plant will operate for 270 days per year. 50% mixed juice & own molasses generated from the sugar manufacture will be used for 130 season days and saved molasses & concentrated syrup will be used during 140 off-season periods. The estimated production of ethanol from the unit will be 16TKL during the year.mThe ethanol plant will also use state of the art technology to ensure optimum output & lowest energy & input consumptions. It will include continuous fermentation, multi pressure distillation & molecule sieve technologies, which are considered to be the latest in the ethanol industry. Evaporation technology will be used to reduce the spent wash generation in order to reduce pollution. Bio-methanation plant for reducing BOD / COD levels & generating biogas for use as fuel into co-gen power plant boiler as well as bio-compost equipment will be used to treat the spent wash generated from the ethanol plant. The compost fertilizer thus produced will be sold to the farmers in the command area & will ensure zero effluent discharge. A sugar unit of 3500 TCD capacity with state of the art cane/bagasse diffusion process & 1750 TCD capacity highly efficient & continuously operating boiling & sugar process houses (for processing 50% of the mixed juice generated from 3500 TCD cane crushing), will be installed to manufacture good quality white plantation sugar. The balance 50% mixed juice will be sent for manufacture of ethanol. The co-gen power plant of 20 MW capacity will mainly operate on mill bagasse and adequate percentage of cane trash during 130 season days of the sugar factory and on saved bagasse, cane trash, maize cobs & rice husk for 170 off-season days. At designed levels, it will generate about 143.03 million kWh and export about 112.79 million kWh through BSEB grid for sale to power traders. All steam and power requirements of the sugar factory and ethanol, co-gen auxiliaries and colony, both during season and off-season periods, will be met internally from the co-gen power plant. The co-gen power plant will employ state of the art technology equipment to ensure highest operating efficiencies & environmental emission much below the prescribed norms from BSPCB or CPCB. As the co-gen power plant will operate on biomass fuels, the exportable power qualifies for emission trade under Clean Development Mechanism (CDM) of the Kyoto Protocol.HPCL Biofuels Limited is incorporated to commission integrated Sugar, Ethanol & Power project by reviving two closed Sugar Mills namely, Sugauli & Luariya in the state of Bihar.Presently, the various plant activities at Sugauli & Lauriya are in full swing and are at different stage. The company is planning to commission both the plants in the crushing season November – December, 2010. Do take some time off for a brief interlude with the past, as we take you back in time to the evolution of HPCL Biofuels Limited. With a view to give boost to agriculture sector and reduce environmental pollution, Government of India announced to initiate the use of Ethanol as an automotive fuel, and announced programmed to implement ethanol bended Gasoline across the country. Search for ethanol draw their attention towards the incentive policy announced by Government of Bihar (GoB). GoB invited bids from Companies to revive the closed sugar mills in Bihar. Many Companied along with HPCL expressed the interest & bided to acquire the closed sugar mills. As a result HPCL was successful bidder for acquiring two Sugar Mills namely Sugauli & Lauriya in the East & West Champaran District of Bihar.HPCL Biofuels Limited, a wholly owned subsidiary company of HPCL came into existence in the October 2009, the first subsidiary among all Public Sector entities to get into production of Ethanol.All the major approvals for commissioning of two plants at Sugauli and Lauriya have been obtained. The civil work and equipment erection work is in progress in all the plants i.e Sugar, Ethanol and Co-gen plants and it is expected that the plants will be commissioned by 3rd week of November 2010.HPCL Biofuels Limited is committed to create a positive impact on the society and contribute to socio – economic development including measures for improving the quality of life of underprivileged classes of the society.
